Public comments are for the purpose of providing part of the record upon which Traverse County can base a decision about whether an EIS needs to be prepared for the above project. According to state rules, “An EIS shall be ordered for projects that have the potential for significant environmental effects” based on a consideration of the following four factors 1) type, extent and reversibility of environmental effects; 2) cumulative potential effects; 3) the extent to which the environmental effects are subject to mitigation by ongoing public regulatory authority; and 4) the extent to which environmental effects can be
anticipated and controlled as a result of other available environmental studies.” (Minnesota Rules 4410.1700)
Whether or not an EIS is ultimately required, the project will still require a separate approval of a conditional use permit that will be held as a separate public hearing.
The project requires a mandatory EAW as it involves more than 50 RV campsites in a shoreland area. An EAW is used to provide information about the potential environmental impacts of a proposed development and help decide if a project requires a more extensive Environmental Impact Statement (EIS). The EAW covers site location details, nearby resources and other elements, including information about water resources, soil types, water use, air emissions and traffic.
